Seems like the new Mono 4.2.3 version doesn't support OneTimeSetUp and OneTimeTearDown, and there are no good ways to make the code compatiable with both versions.
Meanwhile, you can choose 7.3 and it should work just fine. I can't do much about Mono not being disabled despite not working, it's a site issue.
The tests are working alright.
The wrong version should be disabled, probably some CW bug.
Use the other version.
