The kyu rankings on this site are a very rough guide. It seems that people on this site are pretty terrible at ranking Kata consistently. I agree that this deserves a much higher ranking than a mere 7 kyu.
If you want to solve this Kata, you need to know some specifics on type coercion and lexographic sorting in JavaScript. I hope that helps.
Hand name could be translated as "Nine Gates" rather than "Win for 9 pieces".
Add the Nine Gates hand ("1112345678999" => "123456789") to the sample test cases.

The function base itself
f=s=>is 5 characters. So you only have 4 characters to check if a variable is uppercase or lowercase.The best I can come up with is 5 characters... just one short.
