      It would be also better to fix pending issues before creating a new translation.

      I think you do not need author to do anything, power users and contributors have enough privileges to fix it, accept translations etc.

      It would be also better to fix pending issues before creating a new translation.

      Clever, but modulo operator can return negative values, so this isn't always correct.

      Pretty nice kata. One thing I would strongly recommend is adding random test cases. Just to prevent completion of the task by returning expected results once the test inputs have been discovered with syso.
