problem is, this kind of task is profoundly unfair for users.
I honestly don't know what to do/think about that. Only thing I'm sure about is that I don't like the situation... :/

Hardcoding answers over a limited domain is not cheating.
The only problem is the domain isn't given in the description.
allowing this makes the kata uninteresting and boils down to reduce it to 7kyu. There is no point to the kata anymore if you let that happen.

Sorry, I'm indeed total inactive in this page for a while, but rarely I react on mail notifications. I'm happy that my kata is being pushed forward.

To anyone who's in rush: although I've added random tests, this issue is intentionally kept unresolved, because the relative effectiveness of random tests over this kata is quite small, some extra constraints are needed to make user not(or atleast requires some effort) submit solutions which are not intended.
How you were able to discern intended solutions from not intended, if neither author, nor the description mention a single thing about it? Anyways, since the root of these problems is the core task, how about rating kata lower instead?
