How am I supposed to know I'm supposed to concatenate the messages when I look at the sample tests or, even best, when I read the description?

The description is far from sufficient:

• what output in what situation? For now, there are outputs in the sample tests that cannot be "linked" to any situation
• in what order the checks must be done?
• the range for the birthday date is wrongly given

Random tests aren't random. Picking a test case from your defined list isn't good enough.
