Collections are a way for you to organize kata so that you can create your own training routines. Every collection you create is public and automatically sharable with other warriors. After you have added a few kata to a collection you and others can train on the kata contained within the collection.

Not an issue. Regular expressions are not required to be global for you to pass the tests.

This is an old kata, and when it was created (or by the author choice) enforcing writing your own tests was the usual. Nowadays writing some sample tests is common practice. The author is active so write a suggestion and if he wants, he'll write them.
I completed the Kata before commenting, I just don't think it's useful to have no tests, no reference to the lack of tests and no feedback for the user. I jumped straight to attempt but unless that is the point of the Kata, which I don't think it is, then some may find it confusing/frustrating.
