According to Mozilla MDN, the arguments of substring() represent the starting and ending indexes, while the arguments of substr() represent the starting index and the number of characters to include in the returned string.
let text = 'Mozilla'
console.log(text.substring(2,5)) // => "zil"
console.log(text.substr(2,3)) // => "zil"
That's because you are using substr instead of substring :)
I think it's just another way of stating the issue you raised.
I also did -2 instead of -1 and it worked lol

Nothing can be done about it. Only admins can retire/send to beta already approved katas, and I doubt that they have the time to decide which kata should be left as is and which ones should be removed.

C# asks for int as an arguement, but tests and solution expect long. Fine if the Kata is labled "bugs" or some such, but should be fixed to avoid confusion.
