I have seen duplicates like this (Can't find it but it's name was greet function). You can make a little difference to casing.

I think that you can change you problem to case insensitive. I have seen lots of kata like this. Please try to make it more distinct.
Can you please update when to use # and when to use b. I cannot understand when to use either of them

In Python tests, even a normal code such as 'pass', takes nearly 9550ms. Please take care of this problem
