      There are no actual random tests; the custom RNG used by the tests are not seeded, so all test cases are effectively static.

      Trying this kata... seems interesting :-)
      Why passing an 'int neurons' param, instead of taking the 'neurons_capacity.size()' in the Brain simulate function ?
      Seems like a port from C to C++ ?
